Li Keqiang Holds Talks with Hungarian Prime Minister Orban Viktor, Stressing to Deepen China-Hungary Friendly Cooperative Partnership and to Promote China-CEEC Cooperation

In the afternoon of February 12, 2014, Premier Li Keqiang of the State Council held talks with Prime Minister Orban Viktor of Hungary at the Great Hall of the People.

Li Keqiang said, Hungary is one of the first countries to establish diplomatic relationship with the People’s Republic of China. Both sides have always respected and supported each other in exploring the development path conform to their own national conditions as well as on each other’s core interests and major concerns. Mr. Premier’s visit coincides with the 65th anniversary of the establishment of China-Hungary diplomatic relationship and the 10th anniversary of the establishment of China-Hungary friendly cooperative partnership. You are also the first head of government from a foreign country to visit China on the occasion of China’s Lunar New Year. The Joint Statement to be issued by the two governments will further promote China-Hungary friendly practical cooperation and will inject fresh impetus into the development of the friendship between the two countries and the two peoples.

Li Keqiang expressed, China-Hungary relations are with firm foundation and the cooperation enjoys broad prospects. China is willing to work with Hungary to push forward bilateral friendly cooperative partnership towards a higher level.

First, to implement infrastructure construction and other big projects. To plan for and build the Hungary-Serbia Railway and other major projects so as to promote the realization of regional connectivity. To positively explore tripartite cooperation in the field of nuclear power.

Second, to expand financial and investment cooperation. To well implement local currency swap agreement and to explore new ways of financial cooperation. China is willing to help Hungarian businesses develop in China. Hope the Hungarian side will provide facilitation for Chinese enterprises going to Hungary in visa, work permit, avoiding double taxation as well as repeated payment of social insurance.

Third, to strengthen scien-tech and agricultural cooperation. To build joint labs, to share the outcomes of scientific research for benefiting both sides, to carry out agricultural cooperation in various forms and to strengthen exchanges in the fields of production, processing and trade of farm produce as well as agricultural scientific research.

Fourth, to promote contacts in people-to-people and cultural exchanges and other fields. To well run the Cultural Centers of the two countries, China-Hungary bilingual schools and Confucius Institutes. To enhance youth exchanges. To expand bilateral cooperation on tourism and civil aviation.

Li Keqiang pointed out, Hungary is an important member of the EU, as well as a positive advocate, promoter and participant of the cooperation between China and Central and Eastern European countries (CEEC). The China-CEEC cooperation provides a new platform for the development of China-Hungary bilateral relations, and also helps to promote a comprehensive and balanced development of China-EU relations. Hope the Hungarian side will play a constructive role in pushing for the implementation of the China-EU 2020 Strategic Agenda for Cooperation and of the Bucharest Action Guideline on China-CEEC Cooperation so as to promote greater development of China-CEEC cooperation and of China-Europe relations.

Orban Viktor congratulated the Chinese people on the Chinese Lunar New Year. He expressed that Hungary-China relations enjoy profound political and public opinion foundations with fruitful bilateral cooperation in all fields. Hungary highly values relations with China and is ready to strengthen communication with China, to conduct cooperation on a larger scale with China in the fields of infrastructure construction, agriculture, finance, tourism and people-to-people and cultural exchanges and to focus on well implementing Hungary-Serbia Railway and other cooperation projects. The Bank of China is welcomed to set up branches in Hungary and the Chinese enterprises are welcomed to invest or set up regional centers in Hungary. The Hungarian side will provide visa and other facilitation. The Hungarian side supports CEEC-China cooperation and is ready to play a positive role in promoting the bilateral cooperation as well as the development of Europe-China relations.

Following the talks, Li Keqiang and Orban Viktor jointly witnessed the signing of bilateral cooperation documents in the fields of science, tourism, medicine, finance and personnel exchanges.

Prior to the talks, Li Keqiang held a welcome ceremony for Orban Viktor at the North Hall of the Great Hall of the People. Chen Xiaoguang, Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and others were present.
