Xi Jinping Holds Talks with President Rosen Plevneliev of Bulgaria Two Heads of State Announce Establishment of China-Bulgaria Comprehensive Friendly Cooperative Partnership

On January 13, 2014, President Xi Jinping held talks with President Rosen Plevneliev of Bulgaria at the Great Hall of the People. The two heads of state spoke positively of the development of bilateral relations and planned for bilateral cooperation in the future. They decided to establish China-Bulgaria comprehensive friendly cooperative partnership.

Xi Jinping extended welcome to President Plevneliev for visiting China at the beginning of the year. Xi Jinping said, you are the first visiting head of state of a foreign country this year. Your visit as well inaugurated the activities in celebration of the 65th anniversary of China-Bulgaria diplomatic relationship. For the past 65 years, although the international situation and the national circumstances of the two countries have undergone quite a number of changes, bilateral relations have always enjoyed steady and healthy development and the traditional friendship has got even firmer as time goes by. The Chinese people are now striving for achieving the great rejuvenation of theChinese nation, while Bulgaria is also working for realizing the goals of national development. The two countries should strengthen cooperation and join hands advancing together. Establishing comprehensive friendly cooperative partnership is the first time for both sides to make a clear and definite positioning for bilateral relations. It has charted the course for the future development of bilateral relations. Both sides should work together to push for greater development of China-Bulgaria relations in the new era.

Plevneliev expressed that Bulgaria is the second country establishing diplomatic relationship with the People's Republic of China. Jointly founded and led by the generations of the state leaders of the two countries, the traditional friendship between Bulgaria and China has been unceasingly carried forward and deepened. The Bulgarian side admires China's great achievements for development and believes that realizing the Chinese Dream will benefit the Chinese people, and will also be conducive to the world. Bulgaria views China as the most important cooperative partner in Asia and is ready, taking the celebration of the 65th anniversary of diplomatic relationship between the two countries as an important opportunity, to expand mutually beneficial cooperation, so as to upgrade bilateral relations to a higher level.

The two heads of state agreed that the two countries should consolidate the traditional friendship at the new starting point and strengthen cooperation in an all-dimensional manner.

First, to respect each other for choosing the development path conform to their own national condition. To support each other for their own goals. and to understand and support each other on issues concerning their core interests.

Second, to leverage their respective advantages, to promote cooperation in the fields of agriculture, infrastructure construction and energy and to boost balanced growth of bilateral trade.

Third, to strengthen cooperation on culture, education and tourism, to promote people-to-people exchanges, trying to set up cultural centers in each other's country at an early date.

Fourth, to strengthen communication and coordination on global and regional topics and to work together for coping with global challenges.

Xi Jinping pointed out, Europe is an important force in today's world. China values the status and role of Europe, supports the European integration process and is optimistic about the prospects for the development of Europe. Even when Europe is in difficulty, we still have full confidence in Europe. China will keep on its foreign relations with Europe as the main direction.

Xi Jinping expressed, China-CEEC cooperation is an important part of China-Europe relations. It is conducive to promoting the development of China and of CEE countries and it also helps to push for all-dimensional and balanced development of China-Europe relations. China is ready to work with CEE countries to unceasingly strengthen bilateral cooperation.

Plevneliev expressed that Bulgaria is a trustworthy and good friend of China inside the EU and is willing to contribute to further development of Europe-China relations. The Bulgarian side appreciates China's measures on enhancing China-CEEC cooperation and is willing to positively join in this process so as to make it an example for regional cooperation.

Following the talks, the two sides isued the Joint Communique on the Establishment of Comprehensive Friendly Cooperative Partnership between the People's Republic of China and the Republic of Bulgaria. The two heads of state jointly witnessed the signing of the agreement on maritime transport between the two governments, the memorandum on setting up cultural centers in each other's country and other cooperation documents.

Prior to the talks, Xi Jinping held a welcome ceremony for Plevneliev at the North Hall of the Great Hall of the People. Vice Chairperson of the Standing Committee the National People's Congress (NPC) Shen Yueyue, State Councilor Yang Jiechi, Vice Chairperson of the National Committee of the Chinese People's Political Consultative Conference Lin Wenyi and others were present.
