Yang Jiechi Attends the Fourth Meeting of BRICS High Representatives for Security Issues

On December 6, 2013, the fourth Meeting of BRICS High Representatives for Security Issues was held in Cape Town, South Africa. Chinese State Councilor Yang Jiechi and senior officials concerned from South Africa, Brazil, Russia and India were present. All parties exchanged in-depth views and reached broad consensus on the current international and regional security situations, anti-terrorism, network information security and transportation security, as well as Syria, Afghanistan, Iran nuclear, Africa and other regional issues of common concern.

Before the meeting, all the representatives present at the meeting stood in silent tribute for the passing of former South African President Nelson Rolihlahla Mandela.

In his statement, Yang Jiechi first expressed his condolences over the passing of Mandela.

Yang Jiechi pointed out that the world today is experiencing profound and complex changes, and security is faced with new situations and challenges. BRICS countries are leaders among the emerging market countries, important promoters of peace and development, and active advocates of cooperation and win-win results. The five countries should well implement the consensus reached by the leaders of BRICS countries in the Durban summit in March this year and strengthen unity and cooperation. They should utter the BRICS voice, contribute the BRICS wisdom and present the BRICS proposals, as well as jointly advocate the new security concept of "mutual trust, mutual benefit, equality and coordination", participate in the formulation of international rules and maintain the international and regional peace and stability. They should also strengthen coordination and cooperation on major issues concerning development and security, and promote more pragmatic and deeper cooperation in the field of strategic security.

Yang Jiechi pointed out that, the fourth Summit of the Conference on Interaction and Confidence Building Measures in Asia will be held next May in Shanghai, China. China will take this as an important opportunity, together with relevant countries, to promote common security and development prosperity in Asia.

All parties agreed that, faced with complicated and ever-changing international situation, BRICS countries should enhance the cooperation and coordination, increase their voice and influence on international affairs, advocate and promote peaceful solutions for global and regional hot issues through diplomatic means, and play a constructive role in the maintenance of international peace and security.

The meeting decided to set up a work group to address BRICS network security issues.
