On February 6, 2012, Vice Foreign Minister Cheng Guoping and Russian Deputy Foreign Minister Morgulov held consultations on Sino-Russian bilateral relations and the Shanghai Cooperation Organization and the third round of consultations on the Asia-Pacific security cooperation in Beijing.

Both sides agreed that in the increasingly complex and volatile international situation, China and Russia, as the most important strategic partners, will be unswervingly committed to strengthening bilateral relations, increase mutual political support, and actively implement the consensus reached by the leaders of the two countries to promote the development of bilateral relations. China and Russia will make joint efforts with other member states to ensure this year's SCO summit to be hosted by China a complete success and push the Shanghai Cooperation Organization to achieve greater development.

Both sides agreed to actively implement the consensus reached by the two heads of state on strengthening the Asia-Pacific security cooperation and advocate a security concept featuring mutual trust, mutual benefit, equality, cooperation and indivisibility in the Asia-Pacific region. Both sides also agreed to guide the healthy development of the situation in the Asia-Pacific and safeguard regional peace, security and stability.
